Chili masters, help! I live in the Philippines, and it's been humid and stormy as of late.

I grow these habaneros in pots with potting mix and vermicast. They were doing well all throughout summer a few months back, but their blooms would fall (I figured it was the extreme heat.) I pruned them. Now that the rainy season has come, I moved them into a hoop house, so they get sun but don't get pounded by the rains. The new leaf growth are small and yellow-green! I've been giving them calphos and magnesium every other week, and definitely not over-watering! What's wrong?
