If planted properly, yes they should come back just fine. You may not see any significant growth until next season but continue to treat them now as growing vines (i.e., supplying water as needed).

You may even see new growth yet this year. I find that a collar of chicken wire or hardware wire will help keep critters from breaking the vines off close to the ground. Also if the vine isn't completely broken off it may continue to grow and bloom. Sometimes I wonder how a mostly broken stem can survive but IME it can.

Slugs also sometimes eat through stems, so you might want to get some nontoxic slug bait (iron phosphate) such as Sluggo if this continues to be an issue.
