Bougainvillea not flowering

Hello everyone,
I have a potted bougainvillea that I've inherited, and I am not really sure how to best take care of it. It because it was a beloved plant of my late mother-in-law, and my wife will be heartbroken if I kill it!
We've had it almost a year. Last fall, when we took it home, my wife pruned it fairly aggressively in order to be able to fit it in a suitcase to bring it on the plane. It seemed to settle in well... it didn't grow much, but since it was winter I expected that. It flowered a little and then stopped.
Now this spring, it's still not really growing. There's been one new "arm" that has grown up, but other than that there's just been a few new leaves here and there. And the biggest thing is it's only flowered once this summer, and it was only a couple flowers.
I've got it in a south-facing window, and I wait to water it until the leaves start wilting because I read that that can help it to flower. I try to make sure it's never standing in water. I also feed it a 10-15-10 fertilizer once a month.
My questions are:
- why doesn't my bougainvillea flower?
- what's the role of pruning with a bougainvillea?
- are there any other things that jump out at you that I might be doing wrong?
Like I said, this was a very beloved plant but one I have no experience with, so I'm very concerned about getting it right.
