It isn't a palm. It's a Dracaena. Probably D marginata. The House Plant Foum can tell you how to propagate it.

These will root from cuttings. To increase your chances of successful rooting, I would suggest you do an air layer. To do this, you would basically take a handful of soil and wrap a clump of it around a section of trunk with clear wrap or some other plastic. Keep that clump of soil moist. With time (could be months), you'll notice that roots will have developed along the section of trunk that is in contact with the moist soil. At this point, you can cut below the section where the roots have developed, and plant it directly into a pot.

Hi Josue, does it seem like l'm stalking you? I air layered five of my wisteria vines in June or July in order that I will be able to move part of the plant when I move to Monterey County. I believe it's rooting. Should I wait till spring to transplant it? The vines past the roots are very long, I mean long! What are my best chances of success? How much in excess of the vine before and after the new rooted area shall I take with me to transplant. I did my air layering in old, plastic, gallon, distilled water bottles rather than bagging them. It seemed like a good idea at the time??? It will be messier to transport than bags would have been. I'll take some pictures of my fiasco later. This was the first year I had so many vines going crazy volunteering from the root area of the plant and air layering them seemed like another one of my "good ideas at the time".

Hey Aileen! I've never air layered wisteria before. The plastic jugs do sound like a more convenient way to go about it though - good idea! I'd wait to cut it off when the vine goes dormant. As long as it has its own roots I think you could cut it from the main plant at any time of the year.
