I have a Red maple from the woods, which could be any stage of a cross between red and silver maple, doing exactly the same thing. Puts out new growth but really doesn't 'grow' like it did earlier in the season. The warm and unusually moist weather for August is the main reason. Mine did pretty much same thing last year and finally hardened off when the weather got chilly

One more thought. Never fertilize trees too late in the season. It can cause late growth that will not harden off and can cause winterkill. Even if you fert the lawn late in summer it can cause the tree to produce late growth that's subject to this.

In your Z6 this may not be as much of a problem as it is in my Z3.

I just looked at mine and the new growth appears to be tapering off. The new leaves are expanding and with another month and possibly a half of growing season ahead, it should have time to harden off for the season.

Here are some pics of the tree as of today. Should I prune some of these back ? Doesn't seem like it is ideal for the tree to have this many "buds or branches" starting like this. The majority of the limbs on the tree are like this.

This looks like the result of late fertilizing, maybe from fall lawn fert? Either way I wouldn't prune until the tree flowers and leaves start to emerge. You might find by then that some branches are dead anyways and you'll get a better picture of what should be cut once starts growing. It would help to see a picture of the entire tree. Because on a young maple, you want to start thinking about "structure pruning" to keep the tree growing up and have good strong branches. Here's a link with some information about this.
