It's best in spring but possible at anytime if needed. Ideally you would repot before the new growth starts while the plant is dormant , the risk is the new growth may stop from the stress of repotting. Since you are at the end of the flower cycle you should be okay, it might drop flowers but you won't effect the next flower cycle.

You don't have to worry about orchids being root bound, they like it that way.
