Cannot get it to bloom!

I have an almost 7 food tall red pom pom tree. Old variety I believe is "Chinese lantern".

I've had this tree for 7 or 8 years. It's flowered once for me. And even then it was only two blooms. Every spring I cut it back along with my others and introduce it to full sun. Fresh soil when needed. Nice big healthy root system. Fantastic grower. Beautiful tree about 7 feet tall... I just cannot get it to flower. I've tried every type of fertilizer over the past years that's available. Even bloom boosters, and nothing.

This year I did Depot him. Took off as much soil as i could. Lost very little in regards to roots and repotted him. He flourished. Dark green leaves and back budder like crazy. Meanwhile I did the same to my other hibiscus trees, they've been non stop blooming... but he still falls by the wayside.

Sorry for the long winded post. I just don't know what to do. I have so many years invested in him... I'm starting to think he'll never bloom again.
