Layered soil?

I was watching a YouTube where a guy was doing a lecture for a bonsai club or at a show, and he was repotting a bonsai. He put a handful of 1/2" rocks over the drain hole screen, then put in 1/8" to 1/4" gritty mix, and then topped it off with 1/16" sifted grit.

He didn't explain the reason for the small particles on top. Keeping the soil from drying out too fast? Appearance?

Does anyone do/recommend this?
