Yes, Ligustrum, for the top one, I'd say. The leaves appear too large for Lonicera nitida. But the second shrub doesn't look the same. That's much more like Lonicera nitida. Can you show us a close up of the foliage of the top one?

Bottom shrub looks like the privet also, branching and leaf shape are not those of box honeysuckle. Search result I posted shows many similar examples of variegated privet.

Maybe I have an incorrect understanding of the size of the leaves of no.2 I was assuming less than 1/2 inch long. Maybe the OP can tell us how big they are?

I also know these to be Ligustrum sinense variegatum of some sort. I see that the bottom one is reverting to green, so common in this plant.

Well, I'm sticking with my belief that #2 is Lonicera nitida 'Sliver Beauty' :-) It has the exact habit and leaf shape and formation and variegation (including the reversion) of that plant. I can't see #1 nearly as clearly and it appears to have been pruned into a meatball shape, disguising the natural habit, so I am willing to concede on that.....but NOT #2!!

Close ups would solve it for both.

I did examine online images of both plants. Plus, I looked pretty closely at my own plants of Lonicera nitida, which I am well accustomed to growing. And I see nothing to change my opinion.

If we knew where this was geographically, that would help too. I know L. nitida never looks that good here in Mid-Atlantic.
