clearance between knees and table top

I am concerned that this table isn't high enough for me to fit my legs under it while sitting on couch. The top of our couch measures 19 inches, allowing 2 inches for legs to fit under it. Is the 23 inch height measurement actually the flat surface of the table top or is it the bottom of the top?
