Looks like it, I can't say no. I'd let it grow, see what happens. The paired, opposite leaves, new shoots at the leaf base, and the slight points on the leaves all look right to me.

Yes, it's a Fuchsia, or possibly several rooted cuttings in one pot. But there's absolutely no way of saying which one without flowers. Even with flowers there are hundreds of named cultivars and many species.
