That's not even minutely related to a palm... 'sago palms' are cycads, a gymnosperm and a plant more closely related to a pine tree than a palm. There are a few poisonous palms out there (Caryota and Arenga species have fruits with oxalates in them- not very toxic, but very irritating if one tried to chew or swallow one- probably wouldn't kill anyone, though).

Cycads (all) have varying degrees of toxicity in all parts of the plant (roots, stem, leaves etc.) but the fruits are extremely toxic. I have dealt with many cases of cycad poisoning and most do not end well. But this is a plant site, and on a plant site we should at least know cycads are NOT palms. And your palm above in the photo is a Chamaerops humilis, totally non-toxic species (as are 99.9% of all palm species). Still, they have dangers of their own... the seed impaction danger I mentioned, the petioles are serrated dangerously (ouch!) and the leaf ends are pointy and could potentially hurt a pet's eyes if poked.

Thank you all! Palmbob, we took the cautious approach and went ahead and removed it. Though the stump is still in the ground. I'm glad to hear that is is not poisonous because the dog seems to like to pull at the remaining stump. I figure it keeps him busy with an epic challenge and maybe one day he'll get the whole stump out! ;)
