Your picture does have the appearance of Iron Chlorosis although not as severe as some we've seen.

This would be the fastest way to find out if a high soil ph could be causing this. Parts of S. Illinois do have large limestone formations, some quite shallow and are even quarried in some areas.

Is there large structures of concreate close to the planting sites? This also could be a cause of this.
