Could you make it a sunken garden area? You could add planters on the road side and plant bamboo for some privacy. They won't go anywhere with a concrete floor. Then create a kind of sunken garden area with seating all around and add bushes/shrubs in the grass around it.

Do you like the sound of water throughout the day and dramatic lighting at night? You could create different zones with some trees, rocks and flowers for seasonal color.
