These photos are the top and under sides of my tropical milkweeds. The spots appear on the under side first and look yellow on the top. Eventually the whole leaf seems to turn yellow.

If it's something bad I have a problem. I can't spray because I'm raising monarchs with these plants and I still have at least 10 instars, there are probably a few more eggs that I haven't found.
