It has a top heavy appearance because the bottom shelf has the least visual weight with a white basket and the books pushed to the back. I'd place the LOVE sign on top, off center and then stagger the candles to the side of the LOVE sign. Place one of the candles on top of a couple of books for added height.

Books look better when they are all placed the same distance from the front of the shelf and that distance should be just an inch or two back from the front. It's more interesting when you place some of the books in stacks with their spines facing forward. I'd place the purple box on the bottom shelf because it has the most visual weight.
