I haven't used fluorescents and cannot comment on that reliably. But for LEDs, I've been using red/blue LED lights successfully :)

I've tried cool white Philips LED bulbs, but those did not provide a sufficient balance of red/blue spectrum to keep my plants healthy. They looked alright, but lost their colour and stopped growing.

I am using red/blue LED lights that I purchased on amazon due to a lack of direct sunlight in my apartment and no outdoor space to grow. My herbs (basil, rosemary, oregano, thyme and arugula) are all growing well and seem healthy. I also have not had experience with fluorescents, but my understanding is that red/blue spectrum are most important for plant growth and will keep a plant growing healthy through the winter, but full spectrum lights may produce slightly healthier plants. The trade-off is in efficiency, you will need a higher watt full spectrum LED (or fluorescent) bulb to produce the same amount of red/blue dedicated wavelength light as a red/blue LED set-up.
