Seeding into heavy mulch

I don't understand how seed can grow through. I recently watched a farm show promoting no till and the field looked like hay that had been cut but not raked and baled. There are people here that do it. I use mulch not only to preserve moisture but also to suppress weed germination. What am I missing?
