If you're looking at a fireplace for heat, rather than decorative, the area around the opening can get extremely hot.

Your installation manual will specify clearances to combustibles, which means it will tell you exactly how far your TV should be from the fireplace.

But the thing to remember is that TV's are not built to withstand fireplace heat, so it will always be a little risky.

You should go to a fireplace retailer near you and see if they carry Valor Fireplaces. They've developed a HeatShift System that allows heat to be directed away from the area above the fireplace specifically so sensitive materials like TV's and paintings can be hung above.

before you put a tv above a fireplace you need to put a cardboard mock-up panel up. If tv is mounted too high then you will feel a strain in your neck. Most people sit on a couch and look straight ahead, but when mounted high it sometimes is not comfortable to watch. Heat is also a valid consideration.
