Is this an egg sac on my Kaffir Lime tree?

Help! I noticed some of these white sacs on my Kaffir tree, looks like they are possibly filled with tiny red mites. Is a good hose off followed by neem oil the right solution? This tree is on a side of my house that we don't access very often, and I thought that the black on the top of some of the leaves was just dirt, but is this something more? Are they related? Help! :)
