Matt, sorry you had to go through that. It must be very scary. I really don't know what to tell you to do. I guess I would just give them a wash down and keep doing whatever you were doing before the fire. You may have to wash them off several times as the soot may still be in the air for a while. White wash may help protect the bark from sunscald. Can you give them shade with an umbrella or cloth for a while? I don't think I would try to force them with extra fertilizer or water. That may stress them more.

I don't have much citrus experience, so this is just a guess for me. Forcing them to flush seems stressful. And even as you are waiting for the new leaves, it might get burned. Especially considering the reflective surfaces nearby. Whitewashing seems prudent.

Had some similar damage in Napa in Oct. from wind/ fires/ evac. I am continuing the usual routine and the trees seem stable. I did paint exposed trunks... I do suggest same. Good luck and hoping those winds fade away soon.

Thanks everyone, forcing growth would add more stress to the trees. Am going to treat them normally and see what happen during the spring flush. I will cut back and white wash accordingly at that time.

Most of my damaged trees are flushing new leaves, some are flowering and fruiting, a couple are doing nothing. Very hot here today, @83, the flushing maybe just starting with these high temps. The Lemonade tree won't hold the fruit, they out number the number of leaves.
