Challenge: PNW 60s Rambler Landscaping

We recently moved into a pacific north west 60s Rambler that, as you can see, has lots of potential but the landscaping needs inspiration. In keeping with the mid century modern architecture we would like to keep the landscaping simple with bright pops of color. A simple water feature would be welcoming to us and nature. This is the front of the house, so we would not hang out here very often, but maybe if it was more cheery we might change our minds! Any ideas for plant, color and ground cover combos that are easy maintenance? There is a sprinkler system in place but we would like more drought resistant plants. Thank you!
