Help Indentifying a Citrus Pest?

Not sure what these are; they're on the undersides of the leaves of my lemon tree that is indoors. I'm wondering if I should be concerned and if so, what I should do. There is also brown spotting occurring on the undersides of the leaves as seen in the last photo, any help identifying the white "pests" and brown spotting would be greatly appreciated.

    I think Denise is correct. It looks like the second instar stage of a species called woolly white fly. A different species of the white fly family than the common white fly normally seen. . As few as you have on your tree, you can easily crush them. Take care of the situation quickly, when white fly gets establish they are very difficult to eradicate.
