Growing 4 O'Clocks From Seed, Need Help!!

Hi. Ok. I have grown these plants from seed for years, they fall off the established plants I have in my yard, they root and grow on their own. Totally ignored. I am now TRYING to get some specific ones to grow from seeds I got on EBay, and I got no germination! I got some Bi-Colored ones, and I plants 10 seeds. I didn't get a single sprout. I am suppose to be getting more from the seller as a replacement, I got them off of EBay. From a big seed seller. So I am getting more for free.

These plants are almost 'weeds'. they grow so easily for me. What am i doing wrong with these seeds?? I planted 10 seeds in clean soil-less mix, in a 4in pot, I even put clear Saran wrap on the top and taped it to the pot, to make it hot/humid in the pot. I put them under my growlights, 15 days later, nothing! And they are not cheap seeds. I am planning on buying 'Salmon Sunset' 4 O'Clock seeds, at $4 for 10 seeds! So I want all of these different ones to sprout and grow.

BUT I read on seed packages, from like Burpees, to plant them 1/2 in deep, then I read online to BARELY cover them, they need light to germinate, then I read online to soak the seeds overnight before planting. Also to nick them to get them to sprout! It is all so confusing. I get such different information, I don't know how to grow them from seed. If they just fall to the ground here, and sprout and grow and bloom,in SAND...why cant i get these to germinate? What is the secret?

After 15 days, I dug up the seeds, and not a single root tip was showing. Nothing at all. So I told the seller that I wanted replacement seeds, that these must be old or dead. They said they will be in the mail tomorrow. So I have 4-7 days to figure out how to plant them.

How do I plant these to get them to grow?? I did put them 1/2 in deep, I did soak them overnight, and I put them in clean soil-less mix, and under growlights, no cold got to them. They never dried out. Only moist soil. (I planted double yellow Datura seeds the same day. I got 6 seedlings, from 10 seeds, in 5 days!) And those, as you know, are VERY hard to get to seedlings.

So...how do I get these 'simple seeds' to germinate? All the conflicting info. I see, I don't know what to do. Anyone with knowledge in growing these....HELP!!! Thank you.
