Frost is never an issue for planting bulbs :-) And it really isn't an issue for any frost tolerant perennials or shrubs, although a hard frost can damage newly emerged foliage.....it just won't kill the plant.

The real issue with waiting until last frost before planting is with very temperature sensitive plants like annuals and very tender perennials.
