The soil it came with is probably junk, pull the little sucker out and look at the roots, if you don’t like what you see, stick it in another pot. When you see a little tree with flowers it is usely stress related.

A citrus can be transplanted as soon as the tree's root system is capable of holding onto the medium, when the tree is pulled from the container.

I would go ahead and repot it. I root pruned my pot bound Meyer lemon drastically and put it into a larger pot. It was covered with blossoms and no signs of shock afterwards.

Nancy, I did not do a bareroot into 511 with my Meyer. Oh, I did the same with my 15 y/o Owari Satsuma which had the same growing conditions. I root pruned and refreshed the soil. Both are now blooming as normal and putting out new flushes of foliage. Just wanted you to be aware of that before you proceed. The difference though with your trees and mine is that mine get to go outside and we had naturally warm springlike weather at the time. I do not want to mislead you.
