A single bigger, firmer stake if they want it to grow taller with any speed. One to which a leading shoot is kept firmly tied. If instead they want it to just grow as a low mound, then it shouldn't be staked at all - if at the moment it seems floppy and delicate, apt to whip around a small, fence-like containment (tree shelter) might work better than a couple bamboo stakes.

There's a couple ways to approach this. The first is to do nothing. Remove any stakes or supports and allow the little guy to assume whatever shape/form it wants. It will grow into a low, spreading, ground-hugging mound. You can trim back some of the longer, whippy branches if you like but it will never look very tree-like and will not show off that delicate foliage very well.

The second approach is to select the strongest, most vertically growing shoot/branch and carefully stake and tie it to a securely upright position. Eventually it will stiffen to become a new 'leader'/trunk and secondary branching off of this leader will develop into a more typical tree-like form. This approach will require more attention with regards to pruning to remove any growth that inhibits or conflicts with this vertical training and to monitor the staking and ties.

With either approach, I would clear out the area surrounding the tree of any weeds or grass and lay a good wide layer of wood chips or bark around the tree so that any branching that does lay along the ground is buffered by this layer of mulch.

I think GG48's 2nd option would be best. You could also choose 2 verticlal branches and make it a twin trunk.
