I did do some searches first. Is this "bud blast"?

I've had this "phal"(?) orchid in a pot outside in NorCal near Napa for more than 15 years. It was given to me by someone who grew them outside, in a close but cooler microclimate. Bloomed in a pot under redwoods for years with no help from me. I repotted and moved it a few years ago when I noticed redwood roots had grown into the pot, and it hasn't bloomed since. Until this spike , which I think came up several weeks ago.

This seems to be the only one, and I don't think it's changed much in weeks. Can I do something to help this bloom? I know I should have been fertilizing, but is it too late for this year?
