I would think it is. I can see that the trunk has thinned and narrowed over the last few years- was it planted large? All you can do is wait and see if a spear emerges in the early summer.

Just wait and see and hope for the best. Would not hurt to pour peroxide on the crown. But,it really looks in bad shape.

I will tell you though. If it dies? Plant another ASAP. One thing I've learned in 40 years of plants..when something like that happens? Get back on the horse and in another 10 years (or 3!) you will glad you planted another right away instead of giving up.
