Are these black tips normal?

Hello, I have owned this “Red Sparkles” plumeria since fall of 2016 when it was a single stalk. It has since split into two and flowered profusely during the summer; however, I noticed that after dropping most of its leaves during the winter here in Socal, it had these strange red and black tips on its stems. Is this rot? I gently prodded a couple and they fell off.

Any help would be appreciated.

    Looks pretty normal to me! Is the stem pretty firm? Keep it on the dry side till you start getting some leaves going.
