Garden Shrubs Design Dilemma

Shrubs - which size container should I plant?

Should I plant the large 5 gallon Shrubs that don’t look quite right (not as compact shape as I expected) or the 1 gallon which looks like the right plant?

These are all labeled Arbutus Unedo Compacta. I was thinking the big ones because they are slow growers, so how long do you think it will take for the little one to get that big?

I think shrubs no higher than the height of solid wall (below the railing) would look best but it looks like the goal may be to hide the tall item currently behind the potted shrubs so I think the solution depends on whether that item can be placed elsewhere and, if not, whether it always stays in place or is moved in and out.

My question wasn’t very good at explaining my dilemma. I wish I could delete this post. These are going to be planted along my fence (different area). I’m really just wondering if I should plant the bigger or smaller version of these plants.
