Are you sure it's a palm tree? They don't have branches. Do you have photos you can post?

Since the petticoats are removed it has changed the way the seeds drop. It looks like it is leaning over the property line so they fall on your drive way. The only solution is to remove the flowers before the go to seed. You would need a ladder and a pole lopper. Even then they look to high for that.

Thanks for your input. Since no local gardener has a ladder that high, I will have to hire a landscaping company.

Neighbourly issues can be touchy situations. You shouldn't have to be left with the bill but pursuing your rights can be expensive and lead to bigger problems.
