Not sure Arundo would be hardy if it's USDA 5-6. Definitely the tops will die back each winter, as they always do with Miscanthus everywhere - for year round screening, that doesn't start over again every spring from near ground level you will need to find a bamboo that works in your climate area. Among the hardiest are certain Fargesia species but these mountain plants do not like hot summers or hot sun. Otherwise if it doesn't have to be a clumper one of the most hardy Phyllostachys might be possible.
