First time cutting! HELP!

I haven't been on this forum in quite awhile! (That's what happens when you start having kids!)

So in a nutshell, 11 years ago I fell in love with plumeria flowers on my honeymoon to Hawaii. Before I left the airport on Oahu, I purchased a cutting. 11 years later, its humongous. I live in NJ and so it has to come indoors in the winter. It's too big to fit in my house in the winter now. So, I have to cut it down.

1. Where do I cut? I just took it outside so its just coming out of dormancy. (We had a longer then usual winter). Unless people suggest otherwise, I'll cut it where the blue tape it.

2. What do I use to cut it?

3. I know in the past they told me to put some kind of sealant on it. Can you please remind me what kind of sealant? And do I put the sealant on all exposed ends?

4. Should I cut it now? Or wait until its come out of dormancy more?

5. How long should the cuttings dry before I can dip them in rooting compound and plant in new pots?

6. The base of the tree looks kind of beat up. Is this ok? (see photo)

7. At least one of the tips on top is all shriveled up. Should this be cut off? Or left alone?

Anything else I need to know? THANK YOU!!!!
