Where are you located? Just from looking at some pics and symptoms, it looks almost like citrus greening but I will defer to others on that.

How much are you fertilizing it? It could be in need of fertilizer. Also how is the irrigation and drainage at that spot where it is planted?

Stunted growth often means root mechanical problems. For example a pot bound tree that never recovered after planting it out or other problem originating in planting.

I'm located in Los Angeles.

After it didn't respond to under watering, or frequent watering I calmed down in my approach. I did put Citrus fertilizer sticks in the ground, but that was late last year. There's a Lime tree right next to it that was also not doing well, but is enjoying great success in flowering, growth, and has had second round of blooms.

Drainage seems normal. Been so dry here: Irrigation is handled by hose.

Tempted to dig down and see what is going on with the root system. Will wait and see whether it will produce or if the tiny young fruit wither and fall off.
