It might just need some sunlight to get it out of the dark winter dormancy. Unlikely you will see blooms on the branches that were flowering over winter but other branches may bloom for you. At least you had some blooms over winter. If you had removed them then you wouldn't have had any to enjoy then and certainly wouldn't have any this summer (on the tips which already bloomed).

It seems that the season isn't long enough for your plant. Consider ways to wake the plant sooner and keep it going longer.
