To me, it looks like some form of Alium, flowering onion bulb, many many varieties, from full to sparse, pic is stars of asia alium

I suspect it is a variety of allium; but in my life I have have never seen anything like this. The leaf/plant looks kinda like some sort of lily or agapanthus.

It is Allium schubertii, aka "giant" allium.
