ETA: some sempervivums (hens and chicks/house leeks) DO produce a webbing and that is intended and completely natural :-)) Check out "cobweb house leeks' or Sempervivum arachnoideum.

That's exactly what you have....one of the forms of Sempervivum arachnoideum!! They are pretty cool plants - I grow a number of them myself :-)

btw, this is a very hardy outdoor plant. All it needs is good drainage and a fair amount of sun.
