Not sure of the climate conditions being experienced. So let's start with a basic one. Try warming up the soil with a heat mat.

I have it indoors in a grow tent with 600 watts, 6 inch intake fan, humidifier, and it's on a timer set for 14 hrs...just bought a thermometer yesterday and it's a steady 100 degrees in there but with great air circulation...was beginning to think it's too hot but then its plumeria were talking about...someone told me try repotting in new soil...thoughts?

Oh and I water once a week...

It looks like it’s “thinking”, which is what I notice when they’re about to push out an inflo. If you peek thru those claws, you might see it crowning.

Or there’s a problem with the roots. You can try scratching around to see if you can feel any soggy roots.

I tried the repotting idea...wen I pulled it out, roots were about 1 to 2 inches long. First time ever seeing roots of a plumeria, so everything looked ok...they didnt seem soggy, so idk...I have it in fresh soil now, and took measurements of current leaves to see if theres any growth...well see what happens...thanks for ur help!
