You still have to dig down and rip or use a sharp knife to cut the sucker away from its source. Otherwise, it will just keep growing and developing additional canes.

I'm not a good role model on this one. I started off "ensuring" a sucker would never come back again, but it ended up just too much darned work in many cases. I take a knife (or pruners) or whatever will cut through it, and get it as close to ground / base as I can - but I don't stress over getting every last piece. Some take years before they grow back, others are more persistent.

bart_2015 Yes. Cutting it at ground level doesn't help it only encourages new growth of the rootstock.

Suckers can be vigorous and healthy because they come from a very vigorous under stock rose. There is only one way you can make sure they will never come back. Tear the sucker off at the base and then the top rose will cure the injury by making a scar. The sucker cannot grow again because the scab stops it. Dig out around the rose plant to expose the base of the sucker. If it is a thin canes, viciously yank it downward so it tears off. If the cane is a thick one, take you foot and stomp it downward until it breaks off.
