It's some kind of Echeveria of which there are quite a few. Maybe if it flowers you could get some further idea of its ID.

But like most succulents, it'll need best possible sun, direct sun & fast draining mix. The mix its in looks far too peaty & water retentive. Does that pot have a hole in it? Look like it doesn't.

Pls. read around here abt mixes, but this would be lots better in a mix of Cactus & Succulent mix & Perlite combined 50/50 (equal parts).

Also, try not to handle the leaves as it rubs off that powdery stuff from the leaves which is normal & belongs there.
