Without seeing the rest of the room, I think I would take the dresser out now, do an honest purge of the contents to get rid of anything superfluous, and store everything else in rolling bins under the bed. Center the dresser in front of the window.

Unfortunately, that bed is visually too big. One without posts or a footboard will fit the small space better. The dresser might physically be too big, but it's the bed that's dominating the space.

the room will still be small no matter the furnishings chosen. use the bed you love. hopefully you can scoot it an inch or two out from the window wall so that you can just use regular panels on the window. don't worry about the bed not centered.

We say adding drapery to the windows, and a rug will really help the space. We do agree with the fact that the bed is dominating a lot of space, but that can happen in smaller bedrooms.
