Blue Oat Grass replacement

I had a series of Blue Oat Grass along the front of one part of a garden bed dedicated to ornamental grasses. They were in front of groups of Pennisetum ‘Hameln’ and Sesleria autumnalis. Over the last few years they have not held up. We are zone 6 in Western NY state. The first year I replaced a couple. Last month I was reading English Gardener magazine and a women remarked that if a plant keeps failing someplace, stop replacing it. It’s telling you something.

I’m looking for front of the border grass suggestions to replace the oat grasss.

Other grasses in the bed besides what I mentioned are Panicum ‘Heavy Metal’, Schizachyrium ‘Carousel’, Pennisetum ‘Burgundy Bunny’, Northern Sea Oats, and Miscanthus ‘Morning Light’.

Thank you.
