Raspberries, not doing well

My raspberries do well every year and I had a bumper crop last year, but this year they are hardly there. After a discussion with my dad he suggested I might be over fertilizing them. Is that possible? What would over fertilizing results look like?

Each year, I cut to the ground any canes that had fruit on them the previous year. I water them lots. I add a bit of store bought manure to the base of the plants. I add slow release fertilizer pellets around the plants and occasionally I use Miracle Grow in the spray bottle on the hose for them. And I mean really occasionally. Maybe once or twice a season. Any suggestions?
