I’m in Toronto. Aside from piling on 3-4 inches of compost/mulch on the crown of the plants after the first frost, I don’t protect my Bloomstruck and I consistent get about 5-8 blooms from old wood. How many blooms on new wood really depends on your growing season. By the end of summer, almost all of the stems on my two Bloomstrucks will be covered with blooms but some may be smaller than others (stunt growth? Shorter daylight?) as a result of less time for full blooms to form? Not sure.

If you hope to get flowers your best bet will full winter protection , meaning keeping the entire plant covered, just covering the crown there is a good chance you won’t get flowers.

It blooms every year for me after losing most of the old wood. How much of stems survive depends on the year. I don’t winter protect.

Thanks for the comments, I'll go ahead and take a chance on 'Bloomstruck' and just might end up piling a heaping bunch of leaves on it for winter.
