Looks like it needs more water and less sun to me. If it's very hot there I would rig some kind of sun shade over it. I've used garden stakes and several layers of cheese cloth to build sun shades in the garden.

I’ll try moving it to more shade and make sure it is staying well watered.

Not sure where you are located, but besides sun it could be from high winds. Here in Florida it is normal to have high prolonged winds..... and I also live on the Intercostal, so I not only have to worry about wind, but I get salt damage. Geoff Coolidge of Cool Roses had me wash all of my leaves off after strong prolonged winds to get the salt off them. They do so much better now.... So when you water them try rinsing their leaves off once in while. Make sure you do it in the morning so the leaves have time to dry before evening so you don't increase your odds of getting a fungal disease.

I agree about the sun and water. Also, is that a bud on the top of it? It will do much better if you pinch that off right now - some tiny roses get ahead of themselves and try to bloom too early, when they should be using energy building roots and leaves.
