Not powdery mildew. And the leaf notching looks like the work of adult vine weevils. Ugly but not particularly harmful.

Check with a magnifier, the yellowing could be mites. Also if the leaves are been attacked like this by adult weevils then presumably at some point there will be weevil grubs gnawing the root crown also.

The plant has lost a lot of leaves. That's why I am concern.

Is it in a container or planted in the ground? And how long has it been planted? Amount of sun?

It's planted in the ground and it's been there for at least 8 years if not more. It's facing east, so it gets about 2-4 hours would be my guest.

Would be much happier in more sun. While honeysuckles can tolerate some partial shade, that is more shade than not :-)

If the entire plant is looking weak and spindly, I'd try cutting it back hard. Most honeysuckle vines will respond strongly to this treatment.

Here is a picture of it. Do I cut down every vine and just leaving it with the root?

My thoughts were exactly the same as floral's when I saw that photo......but I was mulling it over overnight before I responded :-( I don't think it will hurt at all to cut it back hard but I also don't hold out a lot of hope that the vine will become healthy and vibrant.....there is just too much deadwood present.

My suggestions would be the same as hers. Time to start over!

Yes. It looks awful as well :-( I doubt that area has enough sun for honeysuckle to do very well. You might want to look into a vine that is somewhat more shade tolerant.....perhaps a clematis. And investigate the soil conditions. It may be heavily compacted or poorly draining or otherwise not conducive to healthy plant growth and may benefit from amending.
