If you're not seeing anything during the day look at night

Damage from JBs look nothing like that, so you can relax about that.

The damage looks like it could be from weevils, though the viburnum leaf beetle could alive and well, too. My advice is to call your local university extension office to find out if weevils and viburnum beetles are an issue in your location.

Much of that looks like leaf cutter bee damage. If so, I'd ignore it.

Viburnum leaf beetles are around in New England, but whether they eat a particular Viburnum depends on the Viburnum species. They prefer some more than others, and some of mine are untouched while V. dentatum Blue Muffin was shovel pruned because it always looked moth eaten. But they wouldn’t be damaging your Spiraeas, just perhaps the Viburnums.

You have my sympathies. The shrubs should recover since they still have a lot,of leaf area.

So I'm fairly certain it's some sort of beetle damage. Oriental beetles and june bugs are EVERYWHERE these days. They've also destroyed an entire window box of coleus. The good news is I think the worst is over now as I'm seeing much less damage these days.

I find going out with a quarter plastic container with soapy water and knocking in the various Asian beetles is quite satisfying.

They're too gross, they fly off and buzz my head!

I go out early morning when they are too chilly to fly. :>)
