Time. And patience :-) Vines take time to establish and develop a root system sufficient to support all that top growth and while they are busy doing that, flowering may be sparse or even nonexistent.

There is an old saying that is usually applied to clematis vines but is appropriate for many other perennial vines as well: "the first year they sleep, the second year they creep and the third year they leap"!! And IME, that third year can sometimes extend to the 4th or 5th year.

btw, "bloom booster" fertilizers are really just a waste of your money. Plants will bloom perfectly well on their own when they are mature enough or ready to. They do not require a special fertilizer to do so!

I agree with everything that GG48 says. And adding fertilizer when unneeded can sometimes cause issues with plants, so get a soil test done to see if it is needed. Often it isn’t. For this year, care should involve getting a large sturdy trellis set up if you don’t have one because they are large vines, watering it long and slow when the soil is only slightly moist a few inches down, and giving it an organic mulch (such as shredded bark or chopped leaves) at least a couple of feet in diameter, though not right against the stems.

My honeysuckle started blooming a bit sparsely in year 3 and since then has increased in size and flowering every year.
