Can anyone identify this shrub?

I think it is evergreen. At the moment it is about 1 m high and growing in partial shade in my garden in SW France. It has alternate leaves and what appears to be leaves or bracts growing around the stem after each normal leaf. I'm on chalk. No flowers or fruits at the moment (July).
